It has several Russian names: Квант-4С, ДВК 4, Электроника МС 1201.04. But all this means the same - the last and the best generation of the widely-used industrial DVK series of PDP11 computers in Soviet Russia.
No doubt it is the most powerful desktop PDP11 machine ever created for the small business and home users in USSR in late 80s. Unfortunately, the high price of the machine, relatively low number of units manufactured, rich of the precision metals, and the entire shutdown of the Soviet era made this Soviet PC to be one of the rarest and highly desirable machines among collectors in Russia today.
